Oschadbank signed seven memorandums with regional military administrations and one with a city council providing for partial compensation of interest on eOselia (eHouse) mortgage loans for certain categories of citizens at the expense of local budgets. As a result, these loans became virtually interest-free. The list of privileged categories varies from region to region, but they mostly include contract servicemen of the Armed Forces of Ukraine, war veterans and their families, families of fallen veterans, police officers, people with war-related disabilities, IDPs, scientists, teachers, and doctors. As of the beginning of December, Oschadbank has provided over UAH 640 million in concessional loans under these memorandums. The amount of compensation for these mortgages has now exceeded UAH 8 million.
Thanks to these programs, more than 400 Ukrainians have already purchased their dream homes, including 165 in Odesa, 124 in Lviv, 54 in Chernivtsi, 22 in Kharkiv, 12 in Ternopil, 11 in Zakarpattia, 3 in Sumy regions and 27 in Kryvyi Rih.
“The preferential programs are aimed primarily at supporting Ukraine's defenders and citizens who are in the greatest need of housing solutions. In addition, interest rate compensation helps to attract professionals who are in short supply to the regions. Oschad is committed to expanding this partnership to other regions, as this is how we jointly express our gratitude to the military and help privileged categories of citizens. We invite regional and municipal authorities to cooperate,” comments Anton Tiutiun, Deputy Chairman of the Management Board of Oschadbank.
Oschadbank maintains a strong leadership position among the participating banks in the eOselia program, with a market share of nearly 40%, both in terms of the number and total amount of loans. Since the start of the program, the bank has provided more than 5,600 concessional loans totaling about UAH 9.0 billion.
Oschadbank's credits include the first eOselia loan issued in general, the first such loan issued for an apartment in an unfinished construction project, the first loan for the purchase of a residential house, the first joint program with regional authorities that compensate part of the interest rate from their budget, and the first loan for young people with a halved down payment, which is 10% instead of 20%.
In order to enhance the availability of residential properties that can be purchased on eOselia terms, Oschad is actively expanding the geographical coverage of accredited new buildings. Currently, the bank has accredited 23 developers, 28 residential complexes and 53 new buildings to participate in the eOselia affordable mortgage program.
Since the beginning of 2024, more than 8,300 families have become participants in the eOselia affordable loan program. They have received over UAH 14.2 billion to buy apartments and houses. Over the two years of the program, Ukrainians have received almost 14.5 thousand loans on favorable terms. Their total amount exceeded UAH 23 billion.
