Three years of eOselia: Oschadbank maintains its leadership in implementing the program

Exactly three years ago, Oschadbank issued its first loan under the state-run affordable mortgage program eOselia (eHouse). As of today, 7,400 mortgage loans have been issued, with a total volume of UAH 12 billion.
Over the years, Oschadbank has maintained its leadership among all participating banks, accounting for 36% of all loans issued and 35% of the total amount of financing.
"We are proud of our results in this socially important program and Oschadbank's contribution to the reconstruction of Ukraine. Behind each of these loans are real stories of families who have received a cozy home and, thanks to this, have retained their faith in the future. Oschadbank is a reliable partner of the state in the implementation of the preferential mortgage program, as well as other initiatives aimed at supporting Ukrainians in difficult times of the full-scale war," said Yulia Moroz, director of the retail business sales department at Oschadbank.
Oschadbank is a pioneer in many areas of the program's implementation. We issued the first eOselia loan, the first loan for an apartment in an unfinished construction project, the first loan for a residential building, and the first mortgage loan for young people with a down payment that was half the usual amount—10% instead of 20%.
In addition, Oschadbank initiated regional partnership programs with government authorities, under which part of the interest rate is compensated from regional budgets.
The bank currently has agreements with nine regional military administrations for additional support to military personnel and veterans. Thanks to these agreements, more than 550 Ukrainian families have received loans on special terms in the amount of UAH 815 million, and regional budgets have compensated borrowers for about UAH 35 million. The most active regions in cooperation are Odesa, Lviv, Chernivtsi, Kharkiv, and Dnipropetrovsk regions.
Oschadbank pays special attention to supporting Ukraine's defenders and representatives of law enforcement agencies, who account for over 56% of all borrowers. Teachers, doctors, scientists, and veterans also represent a significant share.
The average age of borrowers is 34, with the most active group being 26-35 years old (44% of all customers). In terms of gender, 65% are men and 35% are women. Thanks to Oschadbank loans under the program, 4,617 children have received their own homes. The average area per family member is 27.55 square meters. The program covers both the primary and secondary housing markets: 64% of loans are for the purchase of housing on the secondary market, 30% are for ready-built housing from developers, and 6% are for housing under construction.
Oschadbank provides the widest geographical coverage among the banks participating in the program. It currently cooperates with 27 accredited builders/developers, 38 construction participants, 40 residential complexes, and 74 new buildings.
The leaders in terms of the number and amount of loans in Oschadbank's portfolio are Kyiv and the Kyiv region—2,939 loans worth over UAH 5 billion, the Chernihiv region—533 loans worth UAH 1.7 billion, and the Odesa region—397 loans worth UAH 1.9 billion.
The program is being implemented by the Ministry of Economy in conjunction with the Ministry of Digital Transformation and the Ukrainian Financial Housing Company Ukrfinzhytlo. Applications can be submitted via the Diia mobile app, and decisions on granting mortgage loans are made by the program's partner bank.
