As previously reported, on December 12, the gradual opening of the first and basement floors of the shopping and entertainment section of the Gulliver commercial and office complex (COC) to visitors will begin.
Starting tomorrow, the following establishments in the complex will resume their work:

The Silpo supermarket and Bila Romashka pharmacy will resume operations on December 15, as they need more time to deliver their full range of products. This means that almost all establishments on the first and basement floors will be back in business.
We remind you that on December 1, the Oschadbank branch located in the Gulliver COC resumed operations.
The parts of the building that are open for use by tenants and visitors will be subject to constant monitoring to ensure compliance with civil protection requirements.
As for the opening dates of other floors of the shopping and entertainment section and office premises of the Gulliver COC, decisions will be made as the causes of a possible emergency situation are eliminated—the consequences of deliberate damage and negligent treatment of the complex's engineering systems by the previous owner.
For reference:
On July 26 this year, a decision was made to register the state ownership of the Gulliver commercial and office complex by a consortium of Oschadbank (80% stake) and Ukreximbank (20% stake). This property served as collateral for the loan obligations. Foreclosure was started by two state-owned banks because the debtor, Three O LLC, which owned the complex, failed to meet its obligations under the loan agreement.
Following the meeting of Oschadbank's emergency commission on October 30, a decision was made to recognize the situation as dangerous to human life and the operation of the complex, which arose in part due to the refusal of Three O LLC employees to transfer the critically important engineering communications of the Gulliver COC to management.
After inspecting the life support systems of the Gulliver COC, facts of deliberate removal, damage, and illegal removal of equipment critical to the operation of the complex were recorded. The consortium of state-owned banks will initiate civil and criminal proceedings against all persons responsible.
All tenants of the Gulliver COC have been exempted from rent payments for the entire period of its temporary suspension.
On December 1, 2025, Oschadbank's emergency commission decided to begin the phased reopening of the Gulliver COC following the elimination of the circumstances that led to the emergency in certain parts of the building.
