Measures to prevent an emergency situation involving the life support systems of the Gulliver COC are being taken with the participation of representatives of the State Emergency Service and law enforcement agencies

Following the meeting of Oschadbank's emergency commission on October 30, a decision was made to recognize the situation that arose as a result of the refusal of LLC “THREE О” employees to transfer the critically important engineering communications of the Gulliver commercial and office complex (COC) to management as dangerous to human life and the operation of the complex. To prevent such a development, Oschadbank appealed to the city's utility services and the State Emergency Service to take appropriate measures to check the water supply, power supply, connection to the power grid, generators, etc. of the complex.

Since 5:00 p.m. on October 31, 2025, representatives of the State Emergency Service have been working on the territory of the Gulliver COC, taking the necessary actions to eliminate obstacles to the functioning of the complex. This process is accompanied by representatives of law enforcement agencies and the complex's management team from the banks.

Today's statement by LLC “THREE О” contains unequivocal confirmation of the illegality of the former owner's actions. The text directly refers to the illegal presence of LLC “THREE О” employees on the territory of the Gulliver COC and their control over engineering communications, for which there are no legal grounds. This statement will be used in Oschadbank's appeal to law enforcement agencies, as ownership of the property has finally been transferred to a consortium of state-owned banks, and representatives of LLC “THREE О” have no grounds to remain on the premises of the complex.

We would like to stress that everyone who is legally permitted to enter the premises will have the chance to retrieve their personal belongings during the temporary closure of the Gulliver COC.

The consortium of banks has notified tenants of the introduction of emergency measures to close the complex. All tenants of the Gulliver COC will be exempt from paying rent for the duration of the temporary suspension of the complex's operations.
