Oschadbank statement on the raid on the COC Gulliver parking lot

On December 17, 2025, a group of men broke into the COC Gulliver parking lot, seized its technical premises, and barricaded themselves inside. The group of fighters was accompanied by people who introduced themselves as lawyers and managers of Avtopark Center LLC, a legal entity associated with sanctioned citizen V.S. Polischuk.

Before Oschadbank and Ukreximbank acquired ownership of the Gulliver COC on July 26, 2025 (as a result of debt collection), the debtor entered into a long-term parking lease agreement with Avtopark Center LLC.

Therefore, it is evident that even after the state banks acquired ownership of the mortgaged property, the debtor wished to maintain unfair control over a portion of the building. However, this agreement was terminated, as were all other lease agreements, due to mortgage legislation. This legal entity has no rights to the premises.

To justify their actions, the “lawyers and managers” referred to the ruling of the Commercial Court of Kyiv dated December 16, 2025, issued by Judge O.M. Spychak.

The seizure was not and could not have been the enforcement of a court ruling, which is regulated by the legislation on enforcement proceedings. No enforcement proceedings were initiated, and the state enforcement officer did not present any enforcement documents to the management of Oschadbank and Ukreximbank.  

The consortium of state-owned banks does not consider the ruling issued by Judge O.M. Spychak, which restricts the property rights of state-owned banks in favor of a sanctioned person, to be justified. This decision raises many questions and will be appealed by the consortium of state-owned banks.

Considering the gradual launch of the Gulliver COC following its temporary closure due to the threat of an emergency situation caused by the debtor's actions, the banks stress that the parking lot was being prepared for full restoration of operations.The funds received from its operation were to be used by state banks to finance the economy and the defense industry.

The consortium of state-owned banks emphasizes that all persons involved and organizers of this action will be held personally liable for illegal actions and damages caused. Ignoring legitimate property rights is unacceptable in a country seeking to join the European Union.
