“SvitloDIM” in the Kharkiv Region: Getting Government Aid with Oschadbank

Starting of today, applications are being accepted from Homeowners Associations (HOAs), housing and service cooperatives, and condominium’s managers in Kharkiv and the regional area as part of the “SvitloDIM” (Light Home) government initiative. Oschadbank, as the official partner of the program, provides a mechanism for the government aid disbursement.

This program aims to help residents of condominiums set up an autonomous, uninterrupted supply of residential infrastructure amid energy instability.

The government provides between UAH 100,000 and 300,000 for the purchase of power-generating equipment to support the operation of critical life-support systems. The amount of assistance depends on the building's parameters:

  • UAH 100,000 — up to 6 stories;
  • UAH 200,000 — from 7 to 16 stories;
  • UAH 300,000 —17 stories or more, as well as for buildings with boiler rooms or three or more entrances.

The funds may be used to purchase generators, inverters, batteries or solar panels for the elevators, water supply pumps, and heating systems operation. They need to be used within 45 days of the date of receipt (at the latest by December 20, 2026).

To receive the aid:

  • open a special account with Oschadbank for the designated purpose;
  • submit an application via the Diia portal (svitlodim.gov.ua);
  • wait for the funds to be credited within 48 hours of the Commission's decision.

“The expansion of the ‘SvitloDIM’ government program to the Kharkiv Region is a vital step toward enhancing the resilience of the region’s housing infrastructure. As a partner in the program, Oschadbank provides a mechanism for delivering government aid to recipients promptly and through a transparent process. Since the initiative’s launch, we have already opened 235 special accounts and provided funding for 143 projects totaling over UAH 37.5 million. “This confirms that the tool has proven effective, and now even more communities will be able to use it to ensure autonomous energy supply for their houses,” noted Nataliia Butkova-Vitvitska, an Oschadbank’s Management Board Member in charge of MSMEs.

At the first stage, the program was implemented in Kyiv and the Kyiv region.  Over 1330 condominiums took advantage thereof, receiving funding totaling more than UAH 335 million.
