The gradual resumption of operations at the Gulliver shopping center will begin on December 12, 2025

On December 1, 2025, the Oschadbank Emergency Commission decided to begin the phased reopening of the Gulliver commercial and office center (COC) following the elimination of the circumstances that led to the emergency in certain parts of the building.

Following the completion of repair and restoration work and testing of equipment by specialized contractors, Oschadbank's Emergency Commission decided to open certain parts of the complex for safe operation, namely two floors of its shopping and entertainment section.

Thus, on December 1, the Oschadbank branch located in the Gulliver COC resumed its work.

On December 12, 2025, visitors to the shopping and entertainment section of the complex will have access to the retail areas on the first and basement floors. This date was determined as a result of preliminary negotiations with tenants in accordance with their readiness to fully resume operations. The exact list of stores that will open their doors to customers on December 12 will be announced later.

The parts of the building open to tenants and visitors will be subject to constant monitoring to ensure compliance with civil protection requirements.

When the reasons for the potential emergency situation—the results of the previous owner's willful destruction and careless handling of the complex's engineering systems—are resolved, decisions will be made about the opening dates for the other floors and the office portion of the Gulliver complex.

On July 26 this year, a decision was made to register the state ownership of the Gulliver commercial and office complex by a consortium of Oschadbank (80% stake) and Ukreximbank (20% stake). This property served as collateral for loan obligations. The foreclosure procedure was initiated by two state-owned banks as a result of Three O LLC, the debtor and owner of the complex, failing to fulfill its obligations under the loan agreement.

Following the meeting of Oschadbank's Emergency Commission on October 30, a decision was made to recognize the situation as dangerous to human life and the operation of the complex, which arose, among other things, due to the refusal of Three O LLC employees to transfer the critically important engineering communications of the Gulliver COC to management.

Following an inspection of the Gulliver shopping center's life support systems, evidence was found of the deliberate removal, damage, and illegal removal of equipment critical to the operation of the complex. The consortium of state-owned banks will initiate civil and criminal proceedings against all those responsible.

All tenants of the Gulliver COC have been exempted from rent payments for the entire period of its temporary suspension.
