Oschadbank and Ukreximbank are to put one of Ukraine’s largest investment assets — the Gulliver Multifunctional Complex — up for public sale

The decision to sell the Gulliver multifunctional complex, one of the largest commercial real estate properties in Ukraine, was adopted by the Supervisory Boards of the state-owned Oschadbank and Ukreximbank at the end of July.

The lot will be published in early September 2026, with a starting price of USD 207 million. The sale of the complex will take place via the Prozorro.Sale system, which ensures open access to the auction for all potential buyers, competitive market pricing and transparency at every stage of the asset’s sale.

The sale of the Gulliver complex will be one of the largest public transactions on the Ukrainian commercial property market in recent years and an important signal to Ukrainian and international investors regarding the openness of the Ukrainian market and the effectiveness of mechanisms for protecting creditors’ rights.

‘The Gulliver case has significance far beyond the banking sector. For us, it is first and foremost a story about investment. Oschadbank is one of the largest partners to Ukrainian businesses in financing investment projects, so we are keen to ensure that such high-quality assets find effective owners and continue to develop. The sale of Gulliver will send an important signal to Ukrainian and international investors that legal mechanisms for protecting creditors’ rights are working in Ukraine, and that large investment assets can return to the open market and be sold transparently and on competitive terms,” said Yurii Katsion, Chairman of the Management Board of Oschadbank.

The information about the auction date, conditions of participation and procedure for submitting bids will be published simultaneously with the announcement of the start of the auction.

The sale marks the final stage of the banking consortium’s long-standing efforts to recover collateral for one of the largest non-performing corporate loans in the history of the Ukrainian banking system.

The consortium of state-owned banks began lending to the investment project for the construction of the Gulliver Multifunctional Complex in 2006, and the facility was commissioned in 2014. Despite several restructurings and attempts to settle the debt, from June 2024 the borrower, TriO LLC, began reducing its payments to the banks until it ceased servicing the debt altogether.

Two state-owned banks initiated foreclosure proceedings on the mortgaged property in March 2025 after the debtor had effectively ceased cooperation with the banks. On 26 July 2025, following the completion of all legal procedures, ownership of the complex was transferred to the consortium of state-owned banks: Oschadbank acquired 80% of the asset, with Ukreximbank acquiring the remaining 20%.

Upon acquiring ownership, the banks ensured the complex’s uninterrupted operation, maintained its business activities, ensured professional management of the asset and prepared it for public sale.

Gulliver is one of the capital’s best-known and largest multifunctional complexes, with a total area of over 157,000 square metres, combining a modern retail and entertainment centre with a business centre. The complex is situated in the very heart of Kyiv, close to three metro stations. It attracts a daily footfall of over 150,000 people. An established portfolio of international and Ukrainian tenants, excellent transport links and potential for further development make it one of the most attractive investment assets on the Ukrainian property market.
