Oschadbank and the Lviv City Council Have Signed a Loan Agreement for UAH 582.6 million to Modernize Critical Infrastructure

Oschadbank and the Lviv City Council have signed a loan agreement in the amount of UAH 582.6 million with a maturity of 5 years. The funds will be allocated to the implementation of investment projects by the Lviv City Territorial Community aimed at modernizing the city’s critical infrastructure.

In particular, the financing will cover the renovation and reconstruction of strategic housing and utilities facilities, the reconstruction and construction of road infrastructure, the modernization of the district heating system, as well as other projects aimed at strengthening the city’s energy security and resilience.

“For Oschadbank, financing municipalities is, above all, an opportunity to help communities implement specific projects that are essential for their resilience and the quality of life of their residents. The new loan in the amount of UAH 582.6 million will enable Lviv to continue renovating its housing, utilities, and road infrastructure, modernizing its heat supply system, and strengthening energy security. This also marks a continued comprehensive partnership between Oschadbank and the Lviv City Council, as evidenced by the total amount of financing provided to the city under our loan agreements, which has already reached UAH 2.09 billion. I would also like to highlight the high level of professionalism demonstrated by the team of Financial Policy Department at the Lviv City Council. Our cooperation is always highly productive, which allows us to find effective solutions for the community in a timely manner,” said Serhii Chernikov, Deputy Chairman of the Management Board of Oschadbank, in charge of corporate business.

“We will allocate the UAH 582.6 million raised from Oschadbank to nine projects that directly impact the city’s resilience and the quality of services for residents. First and foremost, this involves modernizing the heating system, developing backup energy sources, and other critical infrastructure projects. In the context of the war, such investments are not merely about development but are essential for the city’s uninterrupted functioning, its energy security, and its ability to respond to any challenges. That is precisely why, when making the decision to obtain a loan, we prioritized projects that ensure Lviv’s resilience,” emphasized Viktoriia Dovzhyk, Director of the Financial Policy Department at the Lviv City Council.

This is the third loan agreement between Oschadbank and Lviv over the past three years. The previous agreements were signed in 2024 and 2025, when the Bank provided the city with UAH 840 million and UAH 668.03 million, respectively. Including this new agreement, the total amount of financing provided by Oschadbank to the Lviv community amounts to UAH 2.09 billion.

In total, since the outbreak of the full-scale invasion, Oschadbank has entered into loan agreements with Ukrainian municipalities totaling UAH 7.8 billion. As of August 1, 2026, Oschadbank’s share of municipal lending exceeds 64%.
