Oschadbank Expands Support to Farmers: Loans with 50% Coverage from the Partial Credit Guarantee Fund (PCGF) and Zero Fee for Guarantee

Oschadbank is expanding financing for agricultural manufacturers with 50% loan coverage from the PCGF and zero fee for the guarantee. These measures enable farmers to secure financing with fewer collateral requirements and at no additional cost for guarantee coverage.
The program is focused on agricultural manufacturers cultivating up to 500 hectares of land. Precisely this segment most often faces limited access to financing due to a lack of liquid collateral.
Key parameters of the instrument:
- guarantee fee –0%;
- collateral – 50% of the loan amount is covered by the Fund’s guarantee plus a surety;
- maximum loan amount – UAH 12.5 million.
Oschadbank offers flexible financing terms depending on the strategic needs of the farming business:
- replenishment of working capital (purchase of seeds, fertilizers, fuel) – up to 3 years;
- investment needs (purchase of equipment, modernization) – up to 7 years;
- purchase of land plots – up to 10 years.
“Supporting agricultural manufacturers, especially in frontline regions, continues to be one of Oschadbank’s key priorities and a major driver of the economy. There exists a tremendous demand for financial resources, in particular among small agricultural enterprises. This is evidenced by the statistics: as of September 2025, the total amount of loans issued in cooperation with the Fund exceeded UAH 516 million. This money is already ensuring the viability of hundreds of farming businesses, enabling them to confidently plan their sowing season and grow their businesses,” said Nataliia Butkova-Vitvitska, an Oschadbank’s Management Board Member in charge of MSMEs.
In 2025, Oschadbank significantly enhanced its support for the agricultural sector:
- the total volume of credit support for the entire agro-industrial complex amounted to approximately UAH 9.9 billion, covering over 2,663 projects nationwide, including frontline regions;
- the amount of UAH 539.3 million (466 loans) was allocated to finance urgent seasonal needs (seeds, fertilizers, plant protection products), making an increase of 267% compared to 2024;
- 1066 loans were issued under partnership programs for the purchase of agricultural equipment, exceeding last year’s result by 29%.
Cooperation with the Partial Loan Guarantee Fund paves the way for a new stage of small farmers’ support, providing them with the necessary resources to develop and scale their operations with no extra costs for risk insurance.
