The government has adopted a resolution to expand “SvitloDim,” the government program supporting apartment buildings. Effective immediately, the program now covers four more regions of Ukraine, namely Dnipropetrovsk, Zaporizhzhia, Poltava, and Sumy. Earlier, it covered the city of Kyiv, Kyiv region, and Kharkiv region. Oschadbank, as the program’s official partner, manages the disbursement of state aid.
The program is aimed at assisting residents of apartment buildings in ensuring the autonomous and uninterrupted operation of residential infrastructure amid energy shortages.
The funds may be used to purchase generators, inverters, batteries, and solar panels to ensure the operation of elevators, water supply pumps, and heating systems.
To participate in the program:
- open a special-purpose account with Oschadbank online via the Oschadbusiness platform with no need to visit a branch;
- submit an application on the website https://svitlodim.gov.ua/ through your online account on the Diia portal;
- wait for the funds to be credited within 48 hours after the commission’s decision.
Financial assistance under the program ranges from UAH 100 to UAH 300,000 for the purchase of autonomous power solutions.
This involves partial reimbursement of the cost of batteries, inverters, solar panels, high-voltage battery control units, and various types of generators, depending on the number of stories in the apartment building.
For buildings with up to 6 stories – up to UAH 100,000; 7–16 stories – up to UAH 200,000; for buildings with more than 17 stories, as well as for buildings with attached, built-in, or rooftop boiler rooms, and for buildings with 4 to 16 stories (inclusively) that have three or more entrances – up to UAH 300,000.
“The expansion of the SvitloDIM government program is a crucial step toward enhancing the resilience of residential infrastructure across four more regions. As a program partner, Oschadbank provides a mechanism for delivering government assistance to recipients in a prompt and transparent manner. The program has already proven its effectiveness: since the initiative began, over 2,000 Oschadbank customers have taken advantage of it, and the total amount of assistance has exceeded UAH 700.0 million. Now more communities will have the opportunity to provide their homes with autonomous energy supply,” said Natalia Butkova-Vitvitska, member of Oschadbank’s Management Board in charge of MSMEs.
The program runs through December 31, 2026.
Information is available at any Oschadbank branch or via the Contact Center at 0 800 219 800.
The government’s SvitloDIM program is being implemented by the Ministry of Recovery, Infrastructure, and Transport in collaboration with the Ministry of Digital Transformation of Ukraine and partner banks.
