Organizers and perpetrators of illegal actions regarding the GULLIVER COC will bear strict responsibility

The state-owned Oschadbank and Ukreximbank announce the continuation of the legal “cleaning” of the Gulliver commercial and office complex (COC).

On October 17, 2025, the Shevchenkivsky District Court of Kyiv canceled the arrest of the Gulliver COC, which was imposed as part of a criminal case against officials of the “TriO” LLC for tax evasion. ARMA also canceled the competition for the management of the building due to the fact that the state banks acquired ownership of it.    

The "TriO" LLC has been the subject of a bankruptcy case initiated by the banks. The initial meeting is scheduled for November 19, 2025.

The consortium of state-owned banks continues its work on stabilizing the management of the facility: a significant part of the lease agreements and contracts for the maintenance of the complex have been concluded, and a management team has also been signed and formed. At this stage, the banks intend to independently manage the complex and direct the income to finance the economy and defense industry.  

In the meantime, the banks are furious about the actions of the building's former owners, who are still blocking some of its infrastructure to harm the banks and tenants. These individuals also spread false rumors about the banks in order to illegally obtain “management fees/rent.” The organizers and perpetrators of these actions face criminal and civil liability for the damages caused.
