Certain Investment Projects for Small and Medium-Sized Businesses May Be Financed by Oschadbank at 2–3%

Yuliia Zhulanova, Director of Oschadbank’s Department for Lending and Support of Micro, Small, and Medium-Sized Businesses, made this statement during the panel discussion “Investments in Industrial and Logistical Infrastructure: Where New Opportunities for Growth Are Emerging” at the Ukraine Investment Congress.
Investment activity among Ukrainian small and medium-sized businesses remains strong. Since the beginning of 2026 alone, Oschadbank has already approved 12 investment agreements for project financing in the MSME segment, totaling UAH 2.2 billion.
A combination of the government’s “Affordable Loans at 5-7-9%” program, international and grant support programs, and Oschadbank’s in-house financing helps reduce the cost of investments. For certain projects, the interest rate may be as low as 2–3% per annum for the first two years.
“We begin collaborating with the client even before the project launches. Together, we analyze the implementation model, assess risks, and forecast future cash flow. This helps us create a financing structure that aligns with the actual implementation cycle of the investment project,” emphasized Yuliia Zhulanova.
“Despite the war-related challenges, Ukrainian businesses are still investing in growth. We are witnessing demand for the construction of new production facilities, the expansion of production capacities, the modernization of enterprises, and relocation projects. When considering such projects, Oschadbank evaluates not only the available collateral but also the project’s cost-effectiveness, future cash flow, and the enterprise’s growth prospects. This allows us to finance investment projects that create new production capacities and jobs,” noted the Director of Oschadbank’s Department for Lending and Support of Micro, Small, and Medium-Sized Businesses.
One of the primary focus areas for financing is the construction of decentralized power generation facilities. According to Denys Samchuk, Deputy Director of Oschadbank’s Department for Sales to Micro, Small, and Medium-Sized Businesses, who spoke at the Ukraine Investment Congress, since the start of the full-scale invasion, the Bank has already financed energy generation and storage projects totaling approximately 600 MW of new capacity. In total, this amounts to over UAH 10 billion, of which UAH 3.5 billion is allocated to the MSME segment.
Other projects already financed by Oschadbank include biogas complexes, cogeneration plants, and solar power plants; new production facilities for relocated enterprises; logistics centers; the renovation of shopping and entertainment centers; and the modernization of equipment at enterprises in the light, food, and processing industries.
