Announcement of competition for position of Chairperson of the Board of the Joint Stock Company “State Savings Bank of Ukraine”

Pursuant to the decisions of the Supervisory Board, a competitive selection of candidates for the position of Chairperson of the Board of the Joint Stock Company “State Savings Bank of Ukraine”.

We hereby announce the call for documents from candidates for participation in competitive selection for the position of Chairperson of the Board of the Joint Stock Company “State Savings Bank of Ukraine” (hereinafter - the Bank or JSC “Oschadbank”), located at the address: 12G Hospitalna Str., Kyiv.

Main areas of the Bank’s activity:

The mission of JSC “Oschadbank” is to be No.1 customers’ choice in Ukraine, meeting the needs of all customer categories anywhere in the country providing easy access to citizens and entrepreneurs to the Bank’s financial resources and services.

The subject matter of the Bank’s activity is provision of banking and other financial services (save for the services in insurance sector except for the functions of insurance intermediary), performance of operations at monetary, currency, and stock markets as well as carrying out other activity not forbidden for banks in the manner as established by the legislation.

Strategic aims of the Bank:

  • To improve efficiency of banking business;
  • To maintain positions in corporate segment;
  • To scale up presence in the SME segment;
  • To strengthen the position in retail business;
  • To minimize costs.

Key strategic tasks:

  • To re-orient the activity of corporate business, including optimization of the coverage model with a focus on sales, and to take steps to increase efficiency and profitability of sales, to essentially optimize the loan process.
  • To accelerate development of micro, small and medium businesses, including development of a competitive proposal per segment, and to ensure accrual of percentage and interest income, to set the organization up for the growth of credit provision.
  • To improve the quality of the retail business services, including extension of the activity on new customer segments, to develop the strategy for development of products and cross sales, to continue the development of remote channels.
  • To continue optimization of the network of branches, including raising profitability of branches and optimize their locations.
  • To ensure building-up of efficient and independent system of risk management and reasonableness of loan policy.
  • To enhance the role of IT, including prioritizing IT projects in proportion to the contribution to building-up of efficient and profitable banking business, to finalize the process of centralization of back-office, IT, and other functions of support, to create a transparent internal financial model and accountancy, to introduce the systems of management accounting and transfer-pricing.
  • To achieve essential reduction of non-performing assets portfolio.

To participate in the competitive selection, a candidate must send to the e-mail address:, the following documents in Ukrainian and/or English till 18:00 Kyiv time 26th March 2020 (three weeks from the time of announcement):

  • application for participation in the competition;
    Application for participation in selection to the name of the Chairman of the Nomination and Remuneration Committee of JSC “Oschadbank” I.O. Mitiukov. The application must contain the information about candidate (candidate’s full name – in full, registration/residence address and correspondence address, contact phone number and e-mail and Skype address if available), signed by the candidate with a ballpoint (blue ink)
  • biographic reference (CV), signed by the candidate with a ballpoint (blue ink);
  • motivation list, signed by the candidate with a ballpoint (blue ink);
  • consent to personal data processing.

The candidates to be selected and admitted to the second stage of the competition (whereof they will be notified separately by a recruitment company in free manner at the discretion of the company) must send the following documents to the address:, in Ukrainian and/or English till 18:00 Kyiv time 10th April 2020 (one week from the time of receipt of the notice of participation of the second stage):

  • the duly certified copy of the document certifying the identity of personality (each page of the document shall contain the inscription “true copy of the original”, signature of the person, surname and initials written with a ballpoint (blue ink);
  • competition proposal;

The competition proposal may contain the plan of strategic development and reformation of the Bank, the measures on implementation of strategic fundamentals and possible risks, proposals on improvement of the key indicators of financial and economic activity of the Bank.

  • a letter in free format confirming the absence of conflict of interests or containing the information on relevant conflicts of risks and proposals on their elimination or settlement;
  • a certified copy of labour record book (if available) or other document, certifying job experience;
  • a certified copy of the document of the higher education;
  • certified copies of the documents confirming additional education, knowledge, management experience, and practical skills, desired or required for performance of their job responsibilities taking into account the key areas of activity, strategy and business plan of the Bank, and functional workload and scope of responsibility of the person (if such documents are available);
  • the reference from the competent body of the country of tax residence of such physical person, the reference about the status of performance of such person’s obligations to pay taxes, fees, and other compulsory payments or confirmation / application / letter from the competent body or certified lawyer confirming that the tax bodies of respective jurisdiction do not issue such documents;
  • the non-conviction certificate obtained from the competent body of the country of permanent residence of the physical person about;
  • the information from the qualified credit reference bureau(s) on the credit history of the physical person;
  • the reference from the banking supervisory authority or foreign bank where the candidate was holding the position during the last three years about absence of admonitions and facts of infringement of banking legislation and internal documents of the bank for the time of working in banking institutions (if the candidate held the position in a foreign bank for over the last three years);
  • references and other documents at the candidate’s discretion.

A candidate for the position of Chairperson of the Board must meet the following requirements:

  • Complete higher education (master degree or its equivalent) in at least in one of the following areas: finances, business administration, economics, law;
  • Additional education in corporate management or specific diplomas/certificates, including those obtained at the leading international centers for professional development, will be an advantage;
  • Fluency in business Ukrainian, Russian, or English; additional knowledge of foreign language will be viewed as an advantage;
  • Cumulative record of service in banking sector of no less than ten years, including working at senior positions for no less than five years;
  • Deep practical expertise in banking business;
  • The experience of strategic and investment planning, budgeting in banks;
  • The experience in transformation and optimization of large network of branches;
  • The experience in development and management of complex projects in the area of organizational restructuring (transformation of business model, business process re-engineering);
  • Confirmed experience in development of strategy and experience of its implementation;
  • The experience of introduction of rapid changes in regulatory sector into organization;
  • Crisis management experience;
  • The experience of work with international financial institutions (IFI) will be considered as advantage;
  • The experience of work with non-performing loans (NPL).
