Municipal Bank Loans in Ukraine: Limitations and Prospects

Interview

The research article “Municipal Bank Loans in Ukraine: Limitations and Prospects,” co-authored by Yevhen Miachyn, Director of the Corporate Business Development and Support Department at Oschadbank, is focused on the role of bank lending in financing local communities and developing municipal infrastructure in Ukraine.

The study was published in “Economy of Ukraine” – a scientific journal of the National Academy of Sciences of Ukraine and “Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine” State Institution. The authors of the article are Yevhen Bublyk (“Institute of Economics and Forecasting of the National Academy of Sciences of Ukraine” State Institution), Yevhen Miachyn (Oschadbank), and Vitalii Provolotskyi (Ukrgazbank).

The authors examined the development of municipal borrowing in Ukraine between 2017 and 2025, outlined the key economic and institutional factors limiting the growth of bank lending to local communities, and analyzed the experiences of France, the Netherlands, and the Scandinavian countries.

The study highlights promising mechanisms for the development of municipal lending in Ukraine, including risk sharing among market participants, the use of guarantee instruments, and the mobilization of international support. It also examines the role of the banking sector in financing the recovery and development of communities.

This topic is part of Oschadbank’s core expertise; the Bank boasts long-standing experience in financing municipal infrastructure and collaborating with international financial organizations.
