eOselia operates under updated terms: what you need to know

Changes to the eOselia affordable mortgage program have come into effect, aimed at improving the program's targeting and more clearly defining the criteria for both housing and borrowers. As the leader in implementing eOselia, Oschadbank ensures its stable operation and continues to actively support military personnel, veterans, families of internally displaced persons, young families, and employees of critically important enterprises.

The new rules provide for clear standards for housing space. For apartments, the standard area is 52.5 square meters for a family of one or two people, with an additional 21 square meters for each additional family member, with a maximum area of 115.5 square meters.

For houses, the standard is 62.5 square meters with an additional 21 square meters for each additional family member, and the maximum area is 125.5 square meters.

Exceeding the standard by more than 10% is only allowed for new buildings less than three years old.

There is also a limit on the cost per square meter—it cannot exceed the threshold cost by more than 10%.

Despite the updated terms of the program, demand for it remains high.

It is important to mention that the preferential lending terms of 3% per annum, which were previously exclusively applicable to contract soldiers, are now also applicable to mobilized military personnel. This category is key for Oschadbank—more than 54% of its borrowers under the program are military personnel and representatives of the security sector.

Since the launch of the program, Oschadbank has issued 8,431 mortgage loans totaling nearly UAH 14 billion, which accounts for 36% of the total number of loans. Thus, Oschadbank confidently confirms its undisputed leadership among partner banks.

In cooperation with nine regional military administrations, Oschadbank is implementing compensation partnership programs. Thanks to these programs, more than 550 families have received loans totaling UAH 815 million. Borrowers have already been reimbursed approximately UAH 35 million through interest compensation from regional budgets.

As the program’s leader, Oschadbank guarantees its seamless execution and remains committed to providing active support to military personnel, veterans, displaced persons, young families, and employees in critical sectors. We will continue to work with the state and regions to ensure that eOselia remains a real tool for Ukrainians to obtain affordable housing," said Volodymyr Moskalenko, Director of the Products and Technologies Department at Oschadbank.

The eOselia program is being implemented by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and PJSC Ukrfinzhytlo. Applications can be submitted via the Diia app. The decision to grant a mortgage loan is made by the program's partner bank.
