Through Oschadbank, one can receive assistance for autonomous power supply for apartment buildings under the state program “SvitloDim”

Oschadbank has become an official partner of the state program “SvitloDim” (“LightHome”), providing a mechanism for state aid payments for apartment buildings (condominium owners' associations, OSBB). The program is designed to help residents ensure the autonomous and uninterrupted operation of apartment buildings during prolonged power outages. This involves supporting key life support systems—water supply, communications, elevators, lighting, and heat supply.

The first step to participate in the program is to open a special account with Oschadbank, which is used exclusively for crediting and targeted use of state aid. Detailed advice on opening an account, conditions for participation in the program, and further actions can be obtained at any Oschadbank branch or by contacting the call center at 0 800 219 800.

After opening an account, condominiums, housing and service cooperatives, and managers of apartment buildings, regardless of ownership, must apply for assistance online on the official website of the SvitloDim program through the electronic office on the Diia portal.

The funds received can only be used to purchase equipment for autonomous power supply, in particular generators (gasoline, diesel, or gas), inverters, batteries, high-voltage battery control units, and solar panels. Recipients will choose the type of equipment and supplier themselves.

The amount of assistance ranges from 100,000 to 300,000 hryvnia, depending on the number of floors in the building and the number of entrances:

  • 100,000 hryvnia—for buildings up to 6 floors;
  • 200,000 hryvnia—for buildings from 7 to 16 floors;
  • 300,000 hryvnia—for buildings with 17 or more floors, as well as for buildings with attached, built-in, or rooftop boiler rooms and for buildings with 4 to 16 floors that have three or more entrances.

"The role of Oschadbank as the operator of the SvitloDim program is to ensure fast, transparent, and convenient delivery of state aid to recipients. The financial infrastructure created by our bank allows condominiums and managers to focus on the main thing—the rapid implementation of solutions for autonomous power supply to buildings, which increases the protection of residents during periods of energy threats," said Nataliia Butkova-Vitvitska, member of the Oschadbank Management Board responsible for MSMEs.

Funds are transferred to a special account within 48 hours of the decision being made by the relevant commission. Payments to equipment suppliers are made through the bank, and the funds may only be used for their intended purpose.

After receiving the assistance, the recipient is obliged to:

  • use the funds for their intended purpose within 45 calendar days from the date of receipt, but no later than December 20, 2026;
  • install the equipment in compliance with safety standards;
  • submit a report on the intended use of the funds through the electronic office on the Diia portal within 30 working days after the installation of the equipment.

If the funds have not been used or it has not been possible to purchase equipment, the recipient must return them to the state within 45 calendar days of receiving the aid, but no later than December 20, 2026.

The SvitloDim program will operate during martial law in communities where an energy emergency has been officially declared. In the first stage, this includes Kyiv and the Kyiv region.

The government's "SvitloDim" program is run by the Ministry of Community and Territorial Development of Ukraine, the Ministry of Digital Transformation of Ukraine, Oschadbank, and partner banks.
