AMCU approves state banks' acquisition of control over the Gulliver COC

Yesterday, November 27, the Antimonopoly Committee of Ukraine (AMCU) granted Oschadbank and Ukreximbank permission to acquire control over the single property complex, the Gulliver COC, located at 1 Sportyvna Square, Kyiv. The state-owned banks submitted their request for this permission to the AMCU on October 20, 2025.

Obtaining such permission is necessary in accordance with current legislation when acquiring control over assets in the form of a single property complex. The AMCU's decision was further confirmation of the absolute legality of the transfer of the Gulliver COC to the ownership of state-owned banks.

On July 26, 2025, a decision was made to register the state ownership of the Gulliver commercial and office complex (COC) under a consortium consisting of Oschadbank (80% stake, the lead) and Ukreximbank (20% stake). This property served as collateral for loan obligations. The foreclosure procedure was initiated by two state-owned banks due to the failure of Three O LLC, the debtor and owner of the complex, to fulfill its obligations under the loan agreement.
